Dr. Freezegood is an enemy in the Yoshi (series) debuting in Super Mario World 2: Yoshi's Island. It's a snowman that wears a bucket hat.
Super Mario World 2 Yoshi's Island[]
Dr. Freezegood first appears in Super Mario World 2: Yoshi's Island. They ride ski lifts found in World 5 they remain completely still unless they are dropped off on a slope. Yoshi and his allies cannot eat them but can jump on them to get Coins and defeat them.
Yoshi's New Island[]
Dr. Freezegood reappears in Yoshi's New Island, retaining their same behavior from Super Mario World 2: Yoshi's Island.
